Why does my video play twice as fast but my audio is fine?

When I record videos using my webcam, the video plays back twice as fast like it’s in fast forward or something, but my audio plays back normal. And this is on every program that I use. My webcam: 30 fps, 1.3 megapixel, and 2.0 USB port. Someone please help me out.

Some more details, like the program you are using to capture the video, If you are not using it then try Windows movie maker and capture it from there, see if that helps.
